The Bokeh Dot stamp set is a perfect choice to stamp on Vellum for layer. I always love the look of Bokeh and when it is on vellum it is even more amazing. 
I have the how to video at the bottom or on my You Tube Channel. 

I did 2 card same layout just different colors. One I used Cherry Cobbler and the other Coastal Cabana 

Measurement 

• Whisper White 8½ x 5½ score at 4¼, 2-7/8 x 4½
• Vellum 2-7/8 x 4½
• Smoky Slate 3 x 4¾, 3 x ¾
• Coastal Cabana or Cherry Cobbler 5½ x 1½

How stamp on vellum 

Stamping on vellum is the same then stamping on card stock but note that it will take time to dry. I recommend to use the heat tool to set the ink. While using the heat tool on vellum do not over heat it will shrink or melt the vellum.  
For today card the flowers are stamp on the white layer using Mossy Meadow adding the color on flowers with markers to match the colored cardstock. The bokeh is stamp on the vellum then layer on top of the stamped image. All is show in the video.
